What is Fluorescent lamp
Fluorescent lamp is a gas-discharge lamp that uses electricity to excite mercury vapor. The excited mercury atoms produce short-wave ultraviolet light that then causes a phosphor to fluoresce, producing visible light. A fluorescent lamp converts electrical power into useful light more efficiently than an incandescent lamp. Lower energy cost typically offsets the higher initial cost of the lamp. The lamp is more costly because it requires a ballast to regulate the flow of current through the lamp.
While larger fluorescent lamps have been mostly used in commercial or institutional buildings, the compact fluorescent lamp is now available in the same popular sizes as incandescents and is used as an energy-saving alternative in homes.
A fluorescent lamp tube is filled with a gas containing low pressure mercury vapor and argon, xenon, neon, or krypton. The pressure inside the lamp is around 0.3% of atmospheric pressure. The inner surface of the bulb is coated with a fluorescent (and often slightly phosphorescent) coating made of varying blends of metallic and rare-earth phosphor salts. The bulb's cathode is typically made of coiled tungsten that is coated with a mixture of barium, strontium and calcium oxides .
Fluorescent lamp tubes are typically straight and range in length from about 100 millimeters (3.9 in) for miniature lamps, to 2.43 meters (8.0 ft) for high-output lamps. Some lamps have the tube bent into a circle, used for table lamps or other places where a more compact light source is desired. Larger U-shaped lamps are used to provide the same amount of light in a more compact area, and are used for special architectural purposes. Compact fluorescent lamps have several small-diameter tubes joined in a bundle of two, three, or four, or a small diameter tube coiled into a spiral, to provide a high amount of light output in little volume.

Please help me answer questions 1-5. If you need a better picture of the circuit or any other info, let me know and I'll add it.
1. Why is a resistor needed in the seven-segment display?
2. What does it mean that this type of display is common cathode (CC)? Why wouldn't you be able to use CA (common anode) displays with the 4511?
3. What occurred when you inputted the binary numbers 1100 into the 4511 chip?
4. Explain why that result should be obtained
5. What is the function of the a) lamp test, b) blanking input and c) latch enable?
I used this ic but it was 4 or 5 years ago. I may make a mistake.
1. Seven segment display is made of leds, leds are kind of diodes so we have to use resistor as a load otherwise led will try to pass all current and will be damaged.
2.Ic outputs high for active outputs. CA displays are using with open collector outputted ics.
3. You have to look at datasheet, i don't remember.
5.Lamp test: activates all leds so you can check the connection or leds.
b. blanking input: it should turn all leds of when input data is 0. but i am not sure, i may turn all leds of without checking input.
c.latch enable: hold the last data on the display. for example, you sent data and it appeared on the display, then switch latch enable. Now you can change the data on input lines, your display will continue to show the data which is sent before the latch enable signal.
