It confirms whether a line is suitable for XDSL services and tests the physical, network and application layers at a high speed. Ethernet and cable tests can also be performed.
This compact xDSL tester, model V300, is capable of web browsing, web rate measurement and FTP speed measurement. It has the functions of a digital multi meter (DMM) such as testing loop resistance, insulation resistance, capacitance, AC-DC voltage and estimating wire length. Equipped with a PPPoE dial-up function, the tester can obtain an IP address and conduct Ping tests and looks for problems associated with IP broadband and LAN. Critical line threshold parameters can be set and compared to real test results to determine service qualification automatically. The tester has a Windows CE operating system with a graphical interface and a large memory capacity and can store up to 2000 ADSL test records.

Programming: POSIX.1 standard (multi-threading/synchronization?)?

I am trying to do a project using POSIX to implement multiple threads, each representing a reader or a writer (the reader/writer problem.)
The issue I am having is one reader and one writer are suppose to request access at the same time. Priority should be given to he reader (in this case that is, theres a parameters file involved) but since both threads run at practically the same time (im on a dual-core computer) sometimes the writer thread executed slightly ahead of time, acquires the op_lock (condition variable), checks if there are any readers, and seeing none (yet) goes ahead and executes. Then the reader follows up and sees there is an active writer and has to wait. Sometimes this happens the other way around, where the reader checks first, so it is able to execute first (as is suppose to be) but this is erratic behavior.

Erratic behavior is precisely what you should expect from threads. It sounds to me like your code is working properly, att least, in the case of the writer getting there first. The writer is allowed to write if there are no readers waiting. It can't be expected to 'guess' that there's a reader coming along in just a few nanoseconds and hold off. It already won 
You could try a statistical approach. Instead of creating 1 reader, create multiple. Readers can starve writers, but writers can't starve readers. That should show up if you measure how often a reader runs vs. the writer. As you add more readers the writer should become more and more starved. Eventually, it will not run at all.
